TSCA申请流程是什么 TSCA报告办理需要怎么做
TSCA名录为一动态名录，现有85,000多种化学物质。已列入TSCA名录的物质为“现有物质”，未列入的则为“新物质”。在美国的现有物质和新物质生产商和进口商，均须履行相应的法规义务。
对于新物质，生产商或进口商须进行PMN（预生产）申报。
对于现有物质，生产商或进口商须确认该物质与相应的用途是否符合重要新用途规则（SNUR）和化学品数据报告（CDR）要求。
属于TSCA监管或豁免范围的产品，必须提供TSCA符合或豁免声明。
§770.17 No-added formaldehyde-based resins.
无添加甲醛树脂
(a) Producers of composite wood product panels made with no-addedformaldehyde-based resins may apply to an EPA TSCA Title VI TPC orto CARB for a two-year exemption from the testing requirements in§770.20 and certification requirements in §§770.15 and 770.40(b).The application must contain the following:
（a）使用未添加的甲醛基树脂制成的复合木制品板的生产商可以申请EPA TSCA Title VITPC或CARB对§770.20中的测试要求和§§770.15和770.40（b）中的认证要求进行为期两年的免除。该申请程序必须包含以下内容：
(1) The panel producer's name, address, and telephonenumber;

(2) An identification of the specific product and the resinsystem;

(3) At least one test conducted under the supervision of an EPATSCA Title VI TPC pursuant to test method ASTM E1333-14 or ASTMD6007-14 (incorporated by reference, see §770.99). Test resultsobtained by ASTM D6007-14 must include a showing of equivalence inaccordance with §770.20(d)(1); and

(b) The EPA TSCA Title VI TPC will approve a panel producer'sapplication within 90 calendar days of receipt if the applicationis complete and demonstrates that the candidate product achievesthe emission standards described in paragraph (c) of thissection.

(c) As measured according to paragraphs (a)(3) and (4) of thissection, the emission standards for composite wood products madewith no-added formaldehyde-based resins are as follows:

(1) No test result higher than 0.05 parts per million (ppm) offormaldehyde for hardwood plywood and 0.06 ppm for particleboard,medium-density fiberboard, and thin medium-densityfiberboard.

(2) No higher than 0.04 ppm of formaldehyde for 90% of the threemonths of routine quality control testing data required underparagraph (a)(4) of this section.

(d) Products that meet the requirements specified under§770.17(c)(1) and (2) and have obtained exemption from theCalifornia Air Resources Board will also be exempt from therequirements in §§770.15, 770.20, and 770.40(b), as long as therequirements of the California Air Resources Board remain asstringent as EPA's requirements.
（d）符合§770.17（c）（1）和（2）规定的要求且已获得加州空气资源委员会豁免的产品也将免于§§770.15,770.20和770.40（b）的要求，只要加州空气资源委员会的要求仍然与EPA的要求一样严格。
